申し上げます- I would like to say

目上の人に自分のすることお話すと

When you want to tell your superiors something, usually we say 言います

特別の形はーspecial form

But in a honorific way to say this would be 

“申し上げます” it means I would like to say something 

例えば-

学生は先生に話すとき

学生ー 私は言います　

Student wants to say something and he says I will say.

先生- he gives the above explanation and asks him to correct the expression by saying

私は申し上げます　I would like to say.
